The building safety case report is the document that the accountable person of a higher-risk building submits to the Building Safety Regulator to demonstrate that the building is safe for occupation. It is one of the most significant documents introduced by the Building Safety Act 2022 and represents a fundamental change in how building safety is managed throughout the life of a building.

What Is a Building Safety Case?

The building safety case is not just a report — it is the complete evidence base that demonstrates a higher-risk building is safe. It includes the fire and structural safety assessment for the building, the key building information (drawings, specifications, maintenance records), evidence of the ongoing management of building safety, and records of resident engagement.

The building safety case report is the document that summarises and presents this evidence to the Building Safety Regulator. It must be kept up to date as the building changes and submitted to the BSR when required.

What Does a Building Safety Case Report Contain?

  • An assessment of the fire risks in the building and how they are being managed
  • The structural safety assessment for the building
  • The key building information — as-built drawings, specifications and material certificates
  • Evidence of the fire safety management arrangements in place
  • Records of compliance with ongoing testing and maintenance obligations
  • Evidence of the resident engagement strategy and its implementation

Who Produces a Building Safety Case Report?

The building safety case report is produced for or by the accountable person, typically with the support of specialist consultants including fire engineers, structural engineers and building safety managers. The Five-Stage Building Safety Case Methodology

Fire Safety Services uses a five-stage methodology for building safety cases: (1) BSR registration; (2) key building information gathering; (3) fire and structural safety assessment; (4) building safety case report production; (5) BSR submission and engagement. This structured approach ensures that nothing is missed and that the submission is as robust as possible.

Important: The building safety case is a living document — it must be reviewed and updated regularly, and whenever significant changes are made to the building or its management arrangements. It is not a one-off exercise.

No. The fire strategy is a design document produced during construction. The building safety case is an ongoing document produced for the occupied building, of which the fire strategy forms one part.
