What Is Gateway 1?

The planning gateway that requires fire safety to be embedded from day one

Gateway 1 is the first checkpoint in the three-gateway process under the Building Safety Act 2022. A fire statement must be submitted with the planning application before permission can be granted for a new higher-risk building.

The fire statement is a concept-level document — not the detailed technical fire strategy for building control. However, it must demonstrate fire safety is genuinely embedded in the design intent and that key fire safety challenges have been identified and addressed.
