The London planning policy embedding fire safety into major developments from the outset

London Plan Policy D12a is contained in the London Plan 2021, the statutory spatial development strategy for Greater London. It requires all development proposals to achieve the highest fire safety standards from the earliest design stage.

For relevant major developments, the policy requires a fire statement alongside the planning application addressing escape, evacuation, fire service access, and the fire safety design approach.

For higher-risk buildings in Greater London, London Plan D12a operates alongside the Gateway 1 fire statement requirement under the Building Safety Act 2022. We prepare fire statements that satisfy both simultaneously.
